That the Board of Commissioners:
1. Amends the FY 2015-2020 Consolidated Plan to expand the definition of people with special needs in the Consolidated Plan Priority One population to include non-disability special needs, such as involuntary displacement from housing due to government action, loss of housing assistance, or natural disaster
2. Amends the FY2015-2020 Consolidated Plan, the FY2015-2016 Action Plan, and the FY2016-2017 Action Plan to reprogram up to $662,000 in housing rehabilitation and revolving loan funds, and up to $88,000 in public facility funds to support acquisition and rehabilitation of a structure to be used as a homeless shelter for women
3. Amends the FY2015-2020 Consolidated Plan and the FY2017-2018 Action Plan to add three activities under the Housing Opportunities for Persons with AIDS (HOPWA) grant:
a) $250,000 for Housing Development to build housing for HOPWA eligible clients
b) $14,275 for Housing Information Services to help clients locate housing
c) $6,052 for Resource Identification to recruit landlords and establish partnerships among community agencies
